The first ASEAN Cybersecurity Cooperation Strategy was elevated from the ASEAN Cyber Capacity Programme (ACCP) introduced in 2016. Developed by ASEAN’s Network Security Action Council (ANSAC)1, the pioneering ACCS called for the creation of a safe and secure cyberspace in ASEAN by strengthening cybersecurity cooperation in cybersecurity incident response, Computer Emergency Response Team (CERT) policy and coordination, and cybersecurity capacity building. This was succeeded by the second ACCS iteration that updated ASEAN’s approach amidst the region’s rising digital ambitions implemented between 2021 to 2025.
