Abstract

ASEAN Member States share comparable yet diverse biophysical, sectoral, and risk contexts, resulting in varied NbS needs across scales and sectors. A stocktake across six AMS shows that while NbS integration into policy and practice is complex, several common trends emerge. Robust policy frameworks, guidelines, and governance arrangements are critical for effective NbS implementation. Successful initiatives combine top-down leadership with inclusive, participatory governance, though challenges persist in scaling up NbS, ensuring long-term maintenance, and strengthening monitoring and evaluation systems.

The key recommendations from the report include:

  • Strengthen ASEAN’s role as a regional platform for knowledge-sharing, capacity-building and collaboration on NbS policy guidelines and tools.
  • Integrate comprehensive NbS principles, targets and actions into core international climate and biodiversity commitments (NDC, NAP, NBSAP).
  • Establish NbS policy frameworks, principles, targets, standards, and criteria to guide NbS mainstreaming and action planning across sectors and stakeholders.
  • Integrate NbS into national development plans and key climate, disaster, and environment policies (with effective targets).
  • Identify priority sectoral policies, plans, and projects for NbS and integrate NbS into the policies of these sectors.
  • Build the awareness, knowledge, and capacity of AMS to develop robust and measurable NbS criteria, targets and indicators, aligning with or within existing development and climate M&E systems.
  • Develop multi-stakeholder and cross-sectoral national NbS knowledge-sharing platforms to support priority setting, capacity building and M&E.
  • Advance scientific research, strengthen the evidence base, establish platforms an collate lessons learnt to inform NbS policy and practice mainstreaming.
  • Develop enabling and analytical tools to identify and map opportunities for innovative NbS plans and projects.
