ASEAN continues to advance its digital transformation in line with the ASEAN Digital Masterplan (ADM) 2025 and the ASEAN Community Vision 2045. Progress over recent years has been marked by expanded digital connectivity, stronger regional coordination, and increasing adoption of emerging technologies, including artificial intelligence (AI). This Digital Outlook provides an overview of current developments, key challenges, and priority actions to support a secure, inclusive, and resilient digital ecosystem across the region.

ASEAN continues to strengthen its digital resilience by fostering cybersecurity governance and digital literacy as mutually reinforcing pillars of regional digital transformation. The region demonstrates strong leadership through several ASEAN Member States with mature digital security frameworks, alongside expanding regional efforts to address cross-border cyber risks arising from rapid digitalisation, including AI-generated threats, data breaches, cyberattacks, online misinformation, and scams. In response, ASEAN is significantly enhancing its cybersecurity resilience through a substantial expansion of regulations, policies, and initiatives—projected to increase by 67 per cent—reflecting a strategic shift toward proactive, multi-layered digital governance across all five layers of cybersecurity: physical, network, application, data, and human and organisational. This approach is further supported by strengthened regional coordination to enhance safety, trust, and preparedness across the ASEAN digital ecosystem.
