ASEAN MSMEs in Cross-border E-commerce: How Business Support Organisations and Private Sector Actors Can Bridge the Gaps
Author:

Abstract
This report by the EU-ASEAN Sustainable Connectivity Package (SCOPE Trade) project aims to identify evidence-based and forward-looking priority actions that, when implemented in partnership with e-commerce industry actors and Business Support Organisations (BSOs), will drive catalytic and transformative change in the region by scaling cross-border e-commerce adoption by ASEAN MSMEs. It draws upon new insights from the existing data, a dedicated survey of ASEAN BSOs representing over 220,000 businesses, and 30 bilateral consultations with private sector actors and BSOs in ASEAN. The report comes at a time when the region aims to unlock the potential of cross-border e-commerce by implementing the recently adopted ASEAN Economic Community Strategic Plan 2026–2030 (AEC Strategic Plan 2030) and the ASEAN Digital Masterplan 2030.
