Overview
ASEAN and India established the full dialogue partnership in 1995. Since then, India has become one of ASEAN’s key trading partners. In 2024, the two-way merchandise trade between ASEAN and India reached USD 106.83 billion, while total FDI inflows from India amounted to USD 3.5 billion. This placed India as ASEAN’s eighth largest trading partner and eight largest source of FDI among ASEAN Dialogue Partners.
Priority Areas of Cooperation
At the 2nd ASEAN-India Summit in 2003, the Leaders signed the ASEAN-India Framework Agreement on Comprehensive Economic Cooperation. The Framework Agreement laid a foundation for the subsequent agreements setting out more detailed commitments to liberalise trade in goods, services and investment.
The ASEAN-India Trade in Goods Agreement (AITIGA) was signed on 13 August 2009 in Bangkok and entered into force on 1 January 2010. Under the AITIGA, Parties agreed to bring down the tariff on substantially all trade to enable freer flow of goods between ASEAN and India. Both sides are also conducting the review of the AITIGA, with an aim to make the AITIGA more user-friendly, simple, and trade facilitative for businesses.
The ASEAN-India Trade in Services Agreement (AITISA) was signed by all Parties on 13 November 2014 and had entered into force on 1 July 2015, AITISA aims to progressively reduce and eliminate barriers to services trade between India and ASEAN countries, promoting greater cooperation, efficiency, and competitiveness in services sectors through provisions on market access, national treatment, transparency, domestic regulation, recognition, and dispute settlement. Meanwhile, the ASEAN-India Investment Agreement (AIIA) was signed on 12 November 2014 and entered into force on 1 July 2015. AIIA endeavors to provide fair and equitable treatment for investors, non-discriminatory treatment in expropriation or nationalisation as well as fair compensation.
Major Sectoral Bodies/Committees
The ASEAN-India Trade Negotiating Committee (TNC) was constituted to undertake the negotiations. The ASEAN-India TNC reports regularly to the consultations of the ASEAN Economic Ministers, and India’s Minister of Commerce and Industry (known as AEM-India) through the meetings of their Senior Economic Officials (known as ASEAN SEOM-India).
A number of Working Groups to the ASEAN-India TNC were established such as Working Group on Rules of Origin (WGROO), Working Group on Services (WGS) dan Working Group on Investment (WGI).
