The ASEAN Consultative Committee on Standards and Quality, ACCSQ, was established in 1992 with the aim to facilitate the removal of Technical Barriers to Trade (TBT) among ASEAN Member Countries to expand intra- and extra-ASEAN trade.

In 2002, the ACCSQ restructured its Working Groups to becoming four Working Groups, one of which is the Working Group on Standards and Technical Regulation.

One of the objectives of the ACCSQ WG3 with regards to harmonization of standards within the region when it was first set up in 1998 is to recommend an action plan for harmonizing National Standards to International Standards for priority products in order to enable the elimination of trade barriers arising from differences in National Standards.

Following this, 20 priority products covering 58 International Standards were identified and the harmonization exercise was started. The products covered are as follows:

Table 1 gives the list of the 20 products and their referenced International Standards to which member countries were requested to harmonize the existing corresponding national standards which were not identical. The aim being to facilitate trade within the region have a common stand in the identified areas. The work is now coming to an end with the deadline for completion of harmonization for these 20 products being the end of 2003.

Whilst this was being carried out, another area was the harmonization of standards which was agreed at the 17th ACCSQ Meeting, i.e. harmonization of 72 Safety and 10 EMC Standards. This is on-going and is expected to be completed by the end of 2004.

ACCSQ has further recommended that the WG3 look into other sectors and make recommendations to ACCSQ for further harmonization. The WG3 then agreed to look into the possibility of harmonization of food labelling standards and guidelines. To further facilitate this process of identifying sectors for harmonization, it was agreed at the last meeting of WG3 to carry out an enquiry by which member countries would be asked to give their recommendation on new areas for harmonization.

Malaysia agreed to conduct this enquiry and no response was received to date. Following this, Malaysia proposed at the last meeting of the WG3 that this harmonization process which is aimed at removing barriers to trade within the region should be carried out further by harmonizing standards cited in or implemented due to Technical Regulations. This exercise would then facilitate the removal of barriers to trade brought about by differing Technical Regulations in member countries. The proposal was agreed by the members and the ACCSQ further endorsed this proposal.

As such, Malaysia would now like invite member countries to provide feedback to the W 3 on all National Standards cited in the various Technical Regulations in their countries, classifying them according to various sectors. The survey was from 2003-03-17 to 2003-05-15 but member countries are still encouraged to respond. The outcome of this survey would be tabled to the WG3 to determine the next action.
