Dr. Hoang Anh Tuan is appointed as the Deputy Secretary-General (DSG) of ASEAN for Political-Security Community from 2018 to 2021. He supports the Secretary-General of ASEAN in managing cooperation in political and security relations with Member States, ASEAN Dialogue Partners, Sectoral Dialogue Partners, Development Partner as well as international and regional organisations. He also provides leadership in the implementation of the APSC Blueprint 2025 and leads the APSC Department at the ASEAN Secretariat.

Before assuming this role, DSG Tuan was the Ambassador of the Socialist Republic of Viet Nam to the Republic of Indonesia where he was also accredited as Viet Nam’s Ambassador to the Independent State of Papua New Guinea and the Democratic Republic of Timor Leste.

DSG Tuan is a veteran diplomat with over 25 years of experience, serving various appointments at the Ministry of Foreign Affairs of Viet Nam. One of such appointments was the Minister Counselor position at the Embassy of Viet Nam in Washington D.C. between 2007 and 2010.

As a researcher, DSG Tuan has worked at various institutions, including the Institute for International Peace Research (PRIO) in Oslo, Norway; Nordic Institute for Asian Studies (NIAS) in Copenhagen, Denmark; the Institute of Southeast Asian Studies (ISEAS) – Yushof Ishak in Singapore; and Uppsala University, Sweden.  He has written and published extensively in international and Vietnamese journals on ASEAN political and security cooperation as well as other issues related to foreign policy and international relations.

He obtained his PhD in International Relations and MA in Law and Diplomacy from Fletcher School of Law and Diplomacy, Tufts University, USA under the Ford Foundation and Fulbright scholarships respectively. He gained his BA from the Diplomatic Academy of Viet Nam.

Dr. Tuan is married to H.E. Ambassador Le Thi Tuyet Mai and has two sons.
