ASEAN assesses its labour practices to stay competitive
KUALA LUMPUR, 19 OCTOBER 2018 – The 11th Meeting of the Working Group on Progressive Labour Practices to Enhance the Competitiveness of ASEAN (SLOM-WG) was concluded on 19 October in Kuala Lumpur, Malaysia.
The working group reviewed progress of regional projects under the 5-year Work Plan for 2016-2020 in the areas of labour market information system, skills development, skills recognition, promotion of inclusive employment, productivity of workers in informal employment, social security for workers, labour inspection, capacity building on tripartism, as well as labour dispute and labour justice.
Outcomes of workshops, seminar and conference conducted since last year were also reported. These included those concerning labour inspection and child labour elimination in hard-to-reach sectors, sustainable tourism and rural supply chain, decent work in rural economy and productivity-linked wage, among others. One of the completed activities was the 12th ASEAN Skills Competition on 30 August – 2 September in Nonthaburi, Thailand, which brought together 331 participants from all ASEAN Member States competing in 26 skill areas. The competition was observed by over 25,000 local and international visitors.
The working group also reviewed the implementation of the Regional Action Plan to implement the Vientiane Declaration on Transition from Informal Employment to Formal Employment towards Decent Work Promotion in ASEAN, which was adopted at the ASEAN Summit in 2016 in Lao PDR.
A series of studies were planned to assess national policies and strategies on elimination of forced labour and child labour; decent work in rural economy; informal employment statistics; social insurance in informal sector; sustainability of social pension systems; and skills requirements of growing industries.
The working group is one of the three subsidiary bodies of the ASEAN Senior Labour Officials Meeting (SLOM). Rotated biennially, the chairmanship was handed over from Lao PDR to Malaysia during the Meeting. Preceding the meeting, a 2-day Workshop was convened on 15-16 October to develop the monitoring and evaluation mechanism for the ASEAN Labour Ministers’ Work Programme 2016-2020.
