ASEAN commences AHTN 2022 Review to Strengthen Regional Trade Integration

SIEM REAP, 20 October 2024 – The ASEAN Technical Sub-working Group on Classification (TSWGC) is reviewing the ASEAN Harmonised Tariff Nomenclature (AHTN) 2022 version. This initiative reflects ASEAN Member States’ (AMS) commitment to maintaining a consistent and harmonised classification of commodities and enhancing regional economic integration. The review process, supported by the Japan-ASEAN Integration Fund (JAIF), includes technical assistance and capacity-building workshops for ASEAN customs officers and tariff practitioners to ensure the effective implementation of AHTN 2028.

The two recent meetings in 2024 aimed to review the existing ASEAN subheadings based on retention proposals submitted by AMS. The retained tariff lines will form the basis of the upcoming AHTN 2028, aligning with the World Customs Organization’s (WCO) Harmonized System (HS) 2028 framework.

The AHTN serves as an eight-digit commodity nomenclature that standardises the classification of goods across ASEAN. As an extension of the WCO’s six-digit HS structure, it ensures harmonisation of tariffs, reduces discrepancies in customs operations, and facilitates both intra-ASEAN trade and global commerce. The AHTN is reviewed regularly to reflect changes in trade patterns and ensure alignment with the WCO HS amendments.

The TSWGC emphasised its commitment to fostering streamlined and efficient trade practices within the region to enhance transparency for traders. These efforts ensure ASEAN remains responsive to global trade dynamics while maintaining regional coherence and reinforcing its position as a reliable trade partner.
