JAKARTA, 18 November 2020 – Today, the ASEAN Heads of Civil Service convened a virtual meeting to discuss progress and achievements of their cooperation from 2016-2020.
The meeting adopted the ASEAN Cooperation on Civil Service Matters (ACCSM) Work Plan 2021-2025 which includes 39 projects and five priority areas namely: 1) Enhancing workforce competencies and standards in the public sectors; 2) Building institutional capacities and inter-agency coordination; 3) Transformative leadership; 4) Strengthening ASEAN Resource Centres; and 5) Public sector reform and modernisation.
The new work plan also highlighted activities that contribute to the implementation of ASEAN Comprehensive Recovery Framework which is ASEAN’s exit strategy for the COVID-19 pandemic. It will guide the region towards a safe reopening, recovery and long-term resiliency against future public health emergencies and pandemics.
The Heads of Civil Service met their counterparts from the Plus Three Countries (China, Japan and Republic of Korea). They adopted the ACCSM Plus Three Work Plan 2021-2025 which includes 31 activities. At the meeting, they shared experiences and exchanged views on measures to promote agility and resilience of civil service and high-quality public services for the people amidst the COVID-19 pandemic.
Policies and support for remote and flexible work arrangements have been introduced by most ASEAN Plus Three countries for civil servants. Several public services have likewise shifted online. Meanwhile, occupational safety and health standards and protocols have been instituted for safe return to work. Countries are developing their economic recovery and business continuity plans.
The ASEAN Plus Three Heads of Civil Service underlined the importance of enhancing capabilities to respond to the pandemic and close cooperation towards post-pandemic recovery.
The meeting also witnessed the handover of ACCSM Chairmanship from Thailand to Viet Nam for the period of 2021-2022.

ASEAN organs always strive to achieve ASEAN’s goals and objectives, the Secretary-General of ASEAN and the ASEAN Secretariat shall be functioned as coordinating Secretariat to help facilitate effective decision-making withing and amongst ASEAN bodies. In addition, each Member State shall appoint a Permanent Representative to liaise with Secretary-General of ASEAN and the ASEAN Secretariat

ASEAN shall develop friendly relations and mutually beneficial dialogues, cooperation and partnerships with countries and sub-regional, regional and international organisations and institutions. This includes external partners, ASEAN entities, human rights bodies, non-ASEAN Member States Ambassadors to ASEAN, ASEAN committees in third countries and international organisations, as well as international / regional organisations.
