CHIANG RAI, 24 April 2019- Senior officials of civil service agencies of ASEAN Member States met today in Chiang Rai, Thailand.

The Meeting reviewed and endorsed the ASEAN Statement on Promotion of Good Governance and Acceleration of An Agile Civil Service in A Digital Economy. The Statement is expected to be adopted by the ASEAN Heads of Civil Service in August 2019. It calls for actions to accelerate the enhancement of capacities of ASEAN civil service to be agile and responsive amidst global digital transformation. As a follow-up action, one of priority deliverables in 2018-2020 is the promotion of a culture of good governance at all levels and across the board.

The Meeting reviewed the implementation of the ASEAN Cooperation on Civil Service Matters (ACCSM) Work Plan 2016-2020. Nearly 100% of planned activities will be addressed by next year. Participants also finalised key performance indicators for monitoring and evaluation of the Work Plan for preliminary data collection from ASEAN Member States by July 2019.

Further, the Meeting deliberated the concept of the new five-year Work Plan for 2021-2025 and identified key challenges, priority issues and possible solutions at national and regional levels. The ACCSM Focal Points Meeting in Thailand scheduled for July 2019 will continue with the discussion on priority areas, projects and targets. Attention will be given to initiatives to address the common challenges of digitalisation, cross-agency coordination, capacity and capability, resource constraints, and transformative leadership.

The Senior Officials also discussed the widening of ACCSM cooperation with other ASEAN Sectoral Bodies and Dialogue Partners. Strategies to concretise new cooperation with Australia, Canada and India were considered. Inter-Sectoral Dialogue Forum was scheduled for November 2019 in Nay Pyi Taw, Myanmar, to exchange views with relevant ASEAN Sectoral Bodies on strategies to promote public service motivation to support the realisation of the ASEAN Community Vision 2025 and Sustainable Development Goals.

ACCSM is a sectoral body under the ASEAN Socio-Cultural Community (ASCC) pillar that was established in 1981. ACCSM is currently chaired by Thailand for the period of 2018-2020 with the theme “Accelerating Agile ASEAN Civil Service”.
