JAKARTA, 28 February 2024 – The ASEAN Socio-Cultural Community (ASCC) emphasised its continued commitment to strengthening monitoring and evaluation systems to facilitate informed planning and decision-making within ASEAN. This commitment was emphasised at the Regional Workshop on the Implementation of the ASCC Database for Monitoring and Evaluation (ADME) System, held via video conference today. The workshop marks a significant progress towards finalising the new system which will strengthen ASCC’s capabilities to monitor and evaluate the implementation of the ASCC Blueprint 2025 and subsequent strategic plans.


Deputy Secretary General of ASEAN for the ASCC Ekkaphab Phanthavong commended ASCC’s commitment to the ADME System project which has been evident from the extensive feedback and recommendations received since its inception. He emphasized the critical role of accurate and reliable data, as well as rigorous monitoring and evaluation, in ensuring informed decision-making and planning by the ASEAN Community.


The workshop showcased the operational functionalities of the ADME System, highlighting features that were tailored based on ASCC’s feedback and recommendations. Among the many features of the ADME System are intuitive dashboards, a home page that displays socio-cultural data, and a support feature that helps users address common system errors.


The ADME System received positive feedback from participants especially on its relevance in supporting data-driven and evidence-based planning and implementation of ASCC initiatives. Some important recommendations to improve the System include establishing rigorous data verification and validation to ensure reliability and accuracy, strengthening data security measures, and organising sessions to foster learning and sustain the ADME ecosystem.


The ADME System, is set to be officially launched during the 31st ASCC Council Meeting in Luang Prabang, Lao PDR on 24 March, It is designed to provide timely and reliable data for assessing the progress of the ASCC Blueprint 2025, strengthening statistical capacity of ASCC Sectoral Bodies and the ASEAN Secretariat, and fostering cross-pillar coordination to provide comprehensive and accurate data on socio-cultural indicators.
