NAY PWI TAW, 8 November 2019 – The ASEAN Ministers in-charge of ASEAN’s cooperation on promoting rural development and poverty eradication continue to join hands in addressing the remaining challenges brought about by absolute poverty and strengthening resilience at the community level to foster shared prosperity in ASEAN region. Guided by theme, “Shaping resilient rural communities towards the attainment of Sustainable Development Goals (SDGs), the 11th ASEAN Ministerial Meeting on Rural Development and Poverty Eradication (11th AMRDRPE) was concluded on 8 November, and was preceded by the 16th SOMRDPE Meeting held on 4 November.

The ASEAN Ministers called for fostering resilience that requires a holistic and integrated approach, catalysing progresses across the three ASEAN Community pillars in forging ahead the cooperation which effectively addresses potentials of rural-urban continuum, livelihoods diversification, climate resilience, protection of vulnerable groups and development of human capital in rural areas, among others. In light of the above, The ASEAN Ministers deliberated on strategies to strengthen the cross-sectoral cooperation and initiatives on SDGs, climate changes, social protection and Industrial Revolution 4.0. The ASEAN Ministers noted the progress in implementing the ASEAN Framework Action Plan on Rural Development and Poverty Eradication 2016-2020 and the preparations for the successive Framework Action Plan for 2021-2025. The ASEAN Ministers endorsed in principle the development of Rural Development and Poverty Eradication (RDPE) Masterplan.

The ASEAN Ministers welcomed the interface meeting with Asian Partnership for the Development of Human Resources in Rural Areas (AsiaDHRRA), one of the partners that have worked together with SOMRDPE in addressing relevant priorities of rural development and poverty eradication initiatives and programmes. The 12th SOMRDPE+3 was held on 4 November 2019 to discuss and strengthen the on-going collaboration between ASEAN and the Plus Three countries on rural development and poverty eradication highlighting flagship projects supported by the Plus Three Countries.

The ASEAN Ministers commended the collective efforts in the region in strengthening resilient, sustainable and inclusive ASEAN Community translated through national and regional policy actions. The ASEAN Ministers exchanged views on the importance of building resilience, eradicating poverty and narrowing development gaps, and discussed ways to intensify the present entry points and momentum in achieving the ASEAN Vision 2025 and SDGs 2030.

The ASEAN Ministers adopted the ASEAN Ministerial Statement on Adopting a Community-Driven Development (CDD) Approach to Social Protection. The Ministerial Statement serves as one of the high-level commitments of ASEAN in address the importance of CDD approach to social protection and poverty eradication in the region and at the same time, fostering the cross-sectoral cooperation on the above matters between AMRDPE, SOMRDPE and other relevant ASEAN bodies.

Conducted in conjunction of the 11th AMRDPE, the 4th ASEAN Rural Development and Poverty Eradication Leadership Awards acknowledged the outstanding achievements and contributions of twenty-one (21) CSOs/NGOs and private sectors from ASEAN Member States to the rural/community development and the livelihoods and poverty eradication of local communities. The award was bestowed by Dr. Aung Thu, Union Minister for Agriculture, Livestock and Irrigation of Myanmar.
