BANGKOK, 20 October 2022 – ASEAN reaffirmed its resolve to strengthen collaboration in building disaster resilience in the region at the 10th ASEAN Ministerial Meeting on Disaster Management (AMMDM) and 11th Meeting of the Conference of the Parties to the ASEAN Agreement on Disaster Management and Emergency Response (COP to AADMER) and related meetings on 17-20 October. The meetings were hosted by the government of Thailand as the current Chair of AMMDM and ASEAN Committee on Disaster Management (ACDM).
The ministers took stock of the progress in the implementation of the five priority programmes of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021-2025. They also charted the strategic directions to further strengthen ASEAN’s capacity on disaster prevention and mitigation, preparedness and response, and recovery, amid the evolving, complex disaster risk landscape.
In the respective meetings with its partners, ASEAN reiterated its commitment to further enhance joint efforts on reducing disaster risks by strengthening capacity in addressing multiple disasters.
Several key outcomes of the meetings included the concurrence to begin discussions on the establishment of the ASEAN-China Centre on Emergency Management Cooperation, the adoption of the ASEAN-Japan Work Plan on Disaster Management 2021-2025, Joint Statement of The First ASEAN-Republic of Korea Ministerial Meeting on Disaster Management (1st AMMDM Plus ROK), and the ASEAN-ROK Work Plan on Disaster Management 2021-2025. A number of new initiatives and flagships projects were also discussed.
The 2nd Meeting of ADRP, attended by 13 relevant ASEAN Sectoral Bodies from all pillars of the ASEAN Community, provided an avenue to promote a whole-of-ASEAN approach in disaster management to enhance ASEAN capacity to be more responsive and anticipatory toward future risks challenges.
At the meeting, sectoral bodies exchanged best practices on initiatives relevant to disaster management and discussed proposed joint collaborations in near future, including the plan to conduct the first ASEAN Disaster Resilience Forum in August next year.
Meanwhile, ASEAN and partners gathered to commemorate the ASEAN Day for Disaster Management 2022 in conjunction with the International Day for Disaster Risk Reduction (IDDRR). This year’s theme, “Stronger Together in Balancing Action to Enhance Localisation for Disaster Resilience,” complements the theme of IDDRR 2022 “Early Warning and Early Action for All.” It inspires ASEAN Member States to continue working together as one in addressing many challenges faced in the region.
The AMMDM Chairmanship was handed over to Viet Nam who assumes leadership of the sectoral body in charge of humanitarian assistance and disaster management in 2023.
