ASEAN to enhance skills of public services
TOKYO, 1 September 2017 – Officials from civil service agencies of ten ASEAN Member States and ASEAN Secretariat just concluded a five-day study visit on Public Administration and Human Resources Management in Tokyo and Kamakura City, Japan. Strategies and good practices of ASEAN Member States and Japan to promote responsiveness of public administration and human resources policies and processes to global and local trends were shared.
Participants gained knowledge on issues of merit-based recruitment system, capacity building for the civil servants, enforcement of code of ethics and code of conduct, ICT awareness and literacy, talent management, and international cooperation. Good practices of the personnel evaluation system of Tokyo Metropolitan Government and historic town planning of Kamakura City were also shared.
Dato’ Sri Zainal Rahim Seman, Director-General of Public Service Department of Malaysia, highlighted “This study visit aims to enhance sharing of knowledge and best practices among ASEAN Member States and Japan in public administration and human resource management. This is one of the actions that we have planned for the development of a flexible and strategic thinkers of current and future public service.“
Meanwhile, Ms. Emiko Matsuo, Director General for Secretariat’s Policy Matters at the National Personnel Authority of Japan said, “Facing the era of globalisation, it has become increasingly important for countries facing challenges on the operation of public employee’ personnel management systems to deepen the relationships and to deal with those challenges through cooperation. The National Personnel Authority of Japan would like to continuously work with ACCSM through cooperation with officials responsible for personnel administration in respective countries.”
The study visit is an activity under the ASEAN Plus Three Cooperation on Civil Service Matters Work Plan 2016-2020. Supported by the ASEAN Plus Three Cooperation Fund, it was co-organised by the Public Civil Service Department of Malaysia and Japan International Cooperation Centre.
