ASEAN unveils 2nd Youth Development Index Report

JAKARTA, 18 July 2023 – Today, the 2nd ASEAN Youth Development Index (YDI) Report is released providing insights into the progress, achievements, and challenges faced by the youth in the region anew.

The 2nd ASEAN YDI built on the previous report by incorporating lessons learned from youth development initiatives globally using the previously defined youth age range of 15 to 35 years. This edition included some indicators from the first report and provided a decade’s worth of longitudinal data covering 2013 to 2022. This release also used seven domains of study; the new ones are equity and inclusion and security and safety, while the rest – education and skills, health and well-being, employment and opportunity, participation and engagement, and ASEAN Values and identity – were lifted from the first YDI.

This strategic initiative involved active engagement with key stakeholders to complement statistical indicators. Insights were gathered from the young people themselves as well as youth-led organisations to glean first-hand information on the challenges faced by youth in the region.

Led by the ASEAN Senior Officials Meeting on Youth, the ASEAN YDI Task Force and the ASEAN Secretariat contributed to the development of the second report with support from the United Nations Population Fund and the ASEAN Youth Programme Fund.

About the ASEAN Youth Development Index (YDI)

One of the achievements of the ASEAN youth sector under the ASEAN Work Plan on Youth 2016-2020 was the introduction of the ASEAN YDI and the publication of its first report in 2017. The first ASEAN YDI was created to provide the ASEAN youth sector with data-driven guidance for programmes and initiatives. It has served as an important tool for policymakers and stakeholders to identify areas where youth development is lagging, evaluate the effectiveness of existing initiatives, and design evidence-based interventions to support the region’s 224 million young people.

Priority Area 5: ASEAN Awareness, Values, and Identity of the ASEAN Work Plan on Youth 2021-2025 includes the ASEAN YDI as an initiative to enable the youth to promote the ASEAN identity, develop deeper awareness of ASEAN and greater understanding of ASEAN’s shared values, including in the context of promoting and protecting human rights.
