This Guidelines complements and is mandated by the ASEAN Declaration on Protection of Migrant Workers and Family Members in Crisis Situations. The Guidelines is applicable in strengthening migrant workers’ and their families’ resilience and ensuring their protection in the context of preparedness for, response to and recovery from crises.

The implementation of the Guidelines should be coordinated with implementation of the overall migration and employment strategies of the countries, relevant regional commitments, including the ASEAN Consensus and relevant international commitments including those under the UN 2030 Agenda for Sustainable Development (SDGs) as well as the Global Compact on Safe, Orderly and Regular Migration (GCM).
