Abstract

This is a study report that provides new research about fishing labour and information on initiatives of various ASEAN sectoral bodies relevant to the regional fisheries sector. It puts
together in one place the variety of knowledge asked for in the endorsement process, where AMS delegates asked for practical guidance for engagement with the sector to build oversight capacity and improve fisher readiness, with clear recommendations for occupational safety and health (OSH) systems for fishing vessels to reduce accidents.


ASEAN commitments to OSH, responsible labour practices, and ethical recruitment set the research scope. As a result, this report provides AMS with pertinent information and
insights on the regulatory framework, current reach and promising initiatives for fishing labour in ASEAN in the areas of (1) occupational safety and health on fishing vessels, (2) responsible labor practices, and (3) ethical recruitment practices. These results clarify the status of ASEAN fishers working in domestic waters and internationally, and identify areas for improvement.
