Author:Public Private Partnerships Indonesia

Abstract
The Government of Japan has proved its continued commitment to contribute to the development of ASEAN people by its long established cooperation with the ASEAN Foundation. These two have been walking side by side for nearly 15 years of cooperation now. The so-called Japan-ASEAN Solidarity Fund (JASF), a financial pledge of Japan in support of the ASEAN Foundation's development programmes in ASEAN region, amounted to USD 20 million, has now reached over 90% of utilisation spreading over nearly 127 projects in ASEAN region.rnrnA review on the utilisation of the JASF is being undertaken starting mid-year of 2012 for six (6) months ahead focusing on the effectiveness of the projects implemented, the impact for the beneficiaries, the continued sustainability, as well as to provide a platform for recommendation for improvement of future programme undertakings.rnrnOn 15 October 2012, the selected independent assessor, P. T. Public-Private Partnerships Indonesia (PPPI), delivered its JASF Review Project progress report. P. T. PPPI reported that there were both strengths and weaknesses found in the projects managed under the JASF. P. T. PPPI briefed the audiences the methodology it applied in conducting the review, which were desk/document review and project site-visits, and further deliberated the findings of the review.rnrnThe relevance of priority areas that evolved from time to time in line with the development of ASEAN regional agenda, the selection of project beneficiaries, the programme implementation, the delivered outputs, were among the strengths of the JASF funded projects, according to P. T. PPPI. Continuity or sustainability of the project outputs was still lacking, further P. T. PPPI reported.
