Abstract

The ASEAN Guidelines and Minimum Standards for Mandatory Implementation of Large Scale Food Fortification introduce and provide high-level and strategic guidance on mandatory large-scale food fortification (MLSFF) in the design and implementation of effective and sustainable food fortification programmes where applicable. The objective of the document is to facilitate more even, effective, successful and sustainable programme amongst all ASEAN Member States. The document shall provide guidance for policy makers and programme managers in identifying additional opportunities for mandatory fortification of staple foods in ASEAN Member States, and in strengthening the implementation of existing programmes based on legislation for mandatory fortification that has already been passed in ASEAN Member States. Minimum Standards or necessary implementation steps are provided, organized by essential components of a mandatory fortification initiative; creating an enabling environment for MLSFF, planning & designing MLSFF and implementing MLSFF. The document compiles and summarizes recommendations and guidance from a wide range of global guidance, evaluations, reviews and lessons learnt on how to plan, design, and implement mandatory food fortification.
