Abstract

1. The evolving dynamics, trend and threats of transnational crime in the region and the strengthening of cooperation in addressing these threats have resulted in the expanding number of meetings under the AMMTC and its subsidiary mechanisms. These include, among others, meetings involving other ASEAN Sectoral Bodies/Organs/Entities as well as those with ASEAN Dialogue Partners and other external parties. This development warrants streamlined practices and protocol as common references. 

2. This Guidelines shall serve as a guidance for ASEAN Member States in hosting meetings of the ASEAN Ministerial Meeting on Transnational Crime (AMMTC) and its subsidiary mechanisms. These include, the ASEAN Senior Officials Meeting on Transnational Crime (SOMTC) and the ASEAN Directors-General of Immigration Departments and Heads of Consular Affairs Divisions of Ministries of Foreign Affairs Meeting (DGICM), and their respective working groups as well as other working group-level meetings.
