This document presents the Monitoring, Evaluation, Reporting and Learning (MERL) Framework for the ASEAN Multi-Sectoral Work Plan Against Trafficking in Persons 2023-2028 (Bohol TIP Work Plan 2.0). The zero draft MERL Framework was presented and discussed at the Workshop on the Development of the MERL Framework for the Bohol TIP Work Plan 2.0, held in Manila, the Philippines and via videoconference on 22-24 November 2023 (MERL Framework Development Workshop). The MERL Framework will be reviewed annually by SOMTC Working Group on TIP to ensure that it remains fit for purpose.
