Cambodian officials complete project proposal writing training

SINGAPORE, 1 July 2022 – Singapore’s Ministry of Foreign Affairs, with support from the Republic Polytechnic of Singapore and the ASEAN Secretariat (ASEC), concluded a training on Project Proposal Writing for Cambodian officials from 20 June to 1 July 2022 in Phnom Penh.


This project proposal writing training was the third cycle for the Cambodian, Lao PDR, Myanmar and Viet Nam (CLMV) officials, after the successful conduct of the first and second capacity building and initiatives held from December 2020 to February 2022.


The Cambodia-Singapore Cooperation Centre in Phnom Penh hosted the training from June 20 to July 1, attended in-person by 24 Cambodian officials from 10 ministries, the National Assembly and the Senate of Cambodia. The Republic Polytechnic of Singapore facilitated the first half of the training from June 20 to 24, while ASEC facilitated the second half from June 27 to July 1.


Through exercises and group work, ASEC trained the Cambodian officials in developing a regional project proposal and managing ASEAN cooperation projects (ACPs) using a results-based management approach, as well as the budget formulation, fund disbursements, and reporting. Meanwhile, ASEAN-China Cooperation Fund Management Team shared their experience in project proposal development from an ASEAN partner’s perspective.


At the training, participants enhanced their knowledge of the mechanism to tap into available resources for ACPs and the processes throughout the ASEAN project cycle.


Following the five-day training with ASEC, participants developed four drafts of regional project proposals on reducing traffic accidents in CLMV; developing urban flood control guidelines for CLMV; expanding rubber market share of Cambodia and Myanmar to ASEAN; and capacity building on e-commerce platforms for SME owners in ASEAN.


At the end of the training, participants who completed the training received a joint certificate issued by Singapore’s Ministry of Foreign Affairs and ASEC.


The next training for Lao PDR officials is scheduled for August 29 – September 9, this year.
