WE, the Association of Southeast Asian Nations (hereinafter referred to as ASEAN), representing Brunei Darussalam, the Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic Republic, Malaysia, the Union of Myanmar, the Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand, and the Socialist Republic of Viet Nam;

RECALLING the ASEAN Declaration on Cultural Heritage (Thailand, 2000), the Hue Declaration on Culture for ASEAN Community’s Sustainable Development (Viet Nam, 2014), the Siem Reap Declaration on Promoting a Creative and Adaptive ASEAN Community to Support the Cultural and Creative Economy (Cambodia, 2022), and the ASEAN Creative Economy Sustainability Framework (Malaysia, 2025), that recognised the central role of culture and arts, its diversity in shaping regional identity and harnessing its full potential in achieving a people-centred, future-ready ASEAN Community;
