SINGAPORE, 25 February 2022 – Singapore’s Ministry of Foreign Affairs, supported by the Republic Polytechnic of Singapore and the ASEAN Secretariat (ASEC), concluded a training on Project Proposal Writing for Myanmar officials. The training concluded the second cycle of capacity building initiative for Cambodia, Laos PDR, Myanmar and Viet Nam (CLMV).
The Myanmar-Singapore Cooperation Centre in Yangon hosted the online training which took place from 14 to 25 February. It was attended by 30 Myanmar officials from 19 ministries including the Union of Myanmar Federation of Chambers of Commerce and Industry; the Union Civil Service Board; Naypyidaw City Development Committee; Yangon City Development Committee; and Mandalay City Development Committee.
The Republic Polytechnic of Singapore facilitated the first half of the training from February 14 to 18, while ASEC facilitated the second half from February 21 to 25.
Through various exercises and group work, ASEC’s Programme Cooperation and Project Management Division trained Myanmar’s future project proponents in developing a regional project proposal and managing ASEAN cooperation projects (ACPs) using a results-based management approach.
ASEC’s Finance and Budget Division shared project budget formulation and fund disbursements, as well as reporting. Meanwhile, Japan-ASEAN Integration Fund Management Team shared their experience in project proposal development and monitoring and evaluation from an ASEAN partner’s perspective.
At the training, participants enhanced their knowledge of the mechanism to tap into available resources for ACPs and the processes throughout the ASEAN project cycle.
Following the five-day training with ASEC, participants developed four drafts of regional project proposals on enhancing CLMV food quality and food safety; energy efficiency; expanding the market of CLMV quality products to ASEAN; and improving water supply and water management system.
At the end of the training, participants received a joint certificate issued by Singapore’s Ministry of Foreign Affairs and ASEC.
The third cycle of the series of trainings for CLMV officials will kick off for Cambodia scheduled for 20 June – 1 July 2022.
