Areas of Cooperation
In line with ASEAN commitments to trade facilitation, ATF-JCC works to further support the AEC 2025 Trade Facilitation Strategic Action Plan (ATF-SAP). It aims to address non-tariff barriers highlighted in the 33rd AFTA Council Report and continue to work towards achieving 10% reduction of trade transaction cost by 2020 and doubling intra-ASEAN trade between 2017 and 2025.
ATF-JCC is also supported by the ASEAN Seamless Trade Facilitation Indicators (ASTFI) which has been initiated to work towards a more systematic and robust method in measuring the attainment of the goals as well as to measure the cost of trading across borders in ASEAN. This includes a Time Release Study (TRS) and by gathering data on port dwell times and time to permit approval. These measures provide a detail baseline information for future work on reducing the costs of trading in the region.
ATF-JCC, in coordination with the CCA, ASEAN Coordinating Committee on Standard and Quality (ACCSQ) and the ASEAN Committee on Sanitary and Phyto-Sanitary (AC-SPS), is also tasked to monitor the implementation of the NTM Guidelines to ensure greater transparency of trade regulations and procedures initiatives in the region through the operationalisation of ASEAN Trade Repository (ATR).
ATF-JCC works closely with the Coordinating Committee on Customs (CCC) and Transport Facilitation Working Group (TFWG) on the WTO Trade Facilitation Agreement (WTO TFA) implementation, especially on Categories B (requiring transitional period) and C (requiring transitional period and technical assistance). The works also include coordination with the ASEAN Coordinating Committee on e-Commerce (ACCEC) to facilitate the upgrading customs clearance for the international shipping of e-commerce products.
