GONGJU/ONLINE, 2 December 2020 – The National Civil Defense and Disaster Management Training Institute (NDTI) of Korea, in collaboration with Indonesia’s Education and Training Center of Disaster Management National Authority (BNPB), held the opening ceremony of the Disaster Management Capacity Building Project (D-CAB) and its first training session on 2 December.
In his opening speech, Director-General of the NDTI Jang Han emphasised that the project would be a great opportunity for ASEAN and Korea to learn from each other on technogical knowledge of disaster risk management. On his part, Deputy Secretary-General of ASEAN for ASEAN Socio-Cultural Community Kung Phoak highlighted that D-CAB would make a significant contribution in realising ASEAN’s vision in becoming global leaders in disaster management.
Minister Changnyun Kim of the ROK Mission to ASEAN, in his remarks, mentioned that NDTI will share ROK’s experience and know-how in disaster risk management Similarly, the BNPB Chief Dr. Berton Panjaitan expressed his expectation for the project to better prepare trainers who are to deliver disaster risk management training in each ASEAN Member States (AMS).
The ASEAN-ROK D-CAB project’s specific aims are to increase the overall capacity for the disaster response and management system in AMS and to build capacity of human resources working in the disaster management field.
In addition to the training, the project will develop a virtual training simulator incorporating the latest disaster trend in the ASEAN region. The NDTI will use a Virtual Reality simulator as an education tool for strengthening disaster risk governance, in its Training of Trainers programme. Over 200 junior and/or senior level government officials are expected to be trained through the four-year project (2019 – 2023), which is financially supported by the ASEAN-Korea Cooperation Fund.
The first part of the project (2 – 8 December 2020) took place through an online training, participated by 18 government officials from AMS. In the second part, participants will be invited to Korea and have an in-depth experience on ROK’s disaster risk management system through the realistic virtual environments, immersing unscripted and open-ended scenarios, which will elicit real life emotion and field-like responses.
