The 43rd ASEAN Ministers on Energy Meeting (AMEM) and its associated meetings were held from 14–17 October 2025 in Kuala Lumpur, Malaysia. The Meeting was inaugurated by The Honourable Dato’ Seri Anwar Ibrahim, Prime Minister of Malaysia and chaired by H.E. Datuk Amar Haji Fadillah bin Haji Yusof, Deputy Prime Minister and Minister of Energy Transition and Water Transformation of Malaysia, with H.E. Sharon S. Garin, Secretary of the Department of Energy of the Philippines, as the Vice Chair.
Energy Ministers and senior officials from all ten ASEAN Member States attended the meeting, together with Dialogue Partners from China, Japan, the Republic of Korea, the United States, and other East Asia Summit (EAS) participating countries. Representatives from IEA, IRENA, ACE, HAPUA, ASCOPE, ERIA, and relevant Sub-Sector Networks also took part, while Timor-Leste joined as an observer. The ASEAN Energy Business Forum (AEBF) 2025, Ministers–CEO Dialogue, and ASEAN Energy Awards 2025 were held alongside the event.
Under Malaysia’s chairmanship, the Meeting marked the successful completion of 2025 Priority Economic Deliverables, including the endorsement of the Enhanced ASEAN Power Grid (APG) MoU, the ASEAN Petroleum Security Agreement (APSA) Successor Agreement, and the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030, and the launch of ASEAN Power Grid Financing Initiative (APGF). Other major outcomes include the completion of Renewable Energy Long-Term Roadmap, ASEAN Energy Efficiency Database and Investment Platform, Submarine Power Cable Terms of Reference, and the initiation of the Nuclear Power Plant Deployment and ToR of ASEAN Renewable Energy Certificate (REC) Frameworks.
