HO CHI MINH CITY, 10 October 2018 – Viet Nam government held an ASEAN project proposal development training for its officials in Ho Chi Minh City from 9 to 10 October, aiming to improve the quality of projects proposed under the ASEAN cooperation framework.

The training was held by the ASEAN Department of the Ministry of Foreign Affairs (MOFA) of the Socialist Republic of Viet Nam, in collaboration with the ASEAN Secretariat.

The training aimed to address the lack of awareness among potential proponents in Viet Nam to the available resources and to socialize guidelines on preparing and submitting proposals using the prescribed ASEAN project templates as well as project closing. It also aimed at  strengthening networking and coordination among prospective proponents and relevant contact persons at both regional and national levels in ASEAN cooperation projects.

Duong Hai Hung, the Deputy Director General of the ASEAN Department of the MOFA, highlighted the progress ASEAN was making in its community building across three pillars. The capacity building of future project proponents especially in Cambodia, Lao PDR, Myanmar and Viet Nam (CLMV) was very crucial in order to increase the utilisation of the available resources for ASEAN cooperation projects and to strengthen ASEAN cooperation with its external partners, he said.

Tran Phuoc Anh, Deputy Director General of the Department of External Relations – Ho Chi Minh City, pointed out that there could be challenges in the proposal development and implementation. However, he underlined that the MOFA Viet Nam and the ASEAN Secretariat would provide assistance and facilitation to support committed proponents.

They both highlighted that the training would contribute to higher level of awareness of ASEAN and to support the ASEAN community building.

A total of 68 officials from various line ministries as well as provincial delegates, participated and completed the two-day training. Participants appreciated the interactive process of the learning experience and looked forward to further coordination with ASEAN Secretariat and the MOFA Viet Nam as well as the Viet Nam mission in Jakarta.

Proponents with project concepts or ideas were provided with coaching and technical support from the ASEAN ROK Project Management Team (AKPMT) who also participated at the training. The project was funded under the ASEAN Development Fund, which is a common pool of financial resources to support implementation of strategic projects to support achievement of ASEAN’s vision including the goals and objectives under the ASEAN 2025: Forging Ahead Together, the Initiative for ASEAN Integration Work Plan III and the Master Plan on ASEAN Connectivity 2.
