SINGAPORE, 15 October 2021 – Singapore’s Ministry of Foreign Affairs, supported by the Republic Polytechnic of Singapore and the ASEAN Secretariat (ASEC), concluded its second cycle of training on Project Proposal Writing for Vietnamese officials.
Hosted by the Vietnam-Singapore Cooperation Centre in Hanoi, the training was conducted online from October 4 to 15, with 24 Vietnamese officials from nine ministries and two government organisations in attendance.
The Republic Polytechnic of Singapore facilitated the first half of the training from October 4 to 8. Meanwhile ASEC, through its Programme Cooperation and Project Management Division, facilitated the second half from October 11 to 15, particularly to train Vietnam’s future project proponents on the development and management of ASEAN cooperation projects (ACPs), as well as the mechanism to tap into available resources.
ASEC invited the Japan-ASEAN Integration Fund Management Team to share their experience in project proposal development and monitoring and evaluation from an ASEAN partner’s perspective. Meanwhile, ASEC’s Finance and Budget Division shared project budget formulation and project fund disbursements, as well as reporting.
At the training, facilitators shared knowledge and best practices on how to develop a regional project proposal using a results-based management approach. Through various exercises and group works, participants enhanced their knowledge of ACPs and the processes throughout the ASEAN project cycle.
Following the five-day training with ASEC, participants developed three drafts of regional project proposals on enhancing air quality; narrowing the gap in higher education; and enhancing labour force capacity in ASEAN. Upon completion, participants received a joint certificate issued by Singapore’s Ministry of Foreign Affairs and ASEC.
The third training for Lao PDR officials is scheduled for 6-17 December 2021.
