WE, the Member States of the Association of Southeast Asian Nations (ASEAN), namely Brunei Darussalam, the Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic Republic (Lao PDR), Malaysia, the Republic of the Union of Myanmar, the Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand, and the Socialist Republic of Viet Nam (hereinafter referred to as “ASEAN Member States”) gathered at the 44th and 45th ASEAN Summits in Vientiane on 9 October 2024;

NOTING the detrimental impacts of marine plastic debris and plastic pollution on the environmental, social, and economic dimensions of sustainable development and the increased urgency to address the issue;
