WE, THE PEOPLES of the Member States of the Association of Southeast Asian Nations (ASEAN), Brunei Darussalam, the Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic Republic, Malaysia, the Republic of the Union of Myanmar, the Republic of the Philippines, the Republic of Singapore, the
Kingdom of Thailand and the Socialist Republic of Viet Nam.
EMPHASISING the ASEAN Community Vision 2025 which was adopted by the Kuala Lumpur Declaration on ASEAN 2025 on 22 November 2015, particularly the ASEAN Socio-Cultural Community (ASCC) Blueprint 2025 under Key Result Area C1. (iv): Conservation and Sustainable Management of Biodiversity and Natural Resources which reaffirmed the commitment of strategic measures to “adopt good management practices and strengthen policies to address the impact of developmental projects on coastal and international waters and transboundary environmental issues, including pollution, illegal transboundary movement and disposal of hazardous substances and waste, and in doing so, utilise existing regional and international institutions and agreements”.
